Missouri River - Below Holter Dam
There is NO safe wade fishing now as flows are over 10K. (Extremely few places to "shore" fish or step in knee deep.) Best technique now is fishing from a boat (Drift Boat, Raft, Kick Boat). We've been catching most fish on deep nymph rigs (7'-10' bobber to bugs) and streamer fishing (stripping slow). Some dries late in the day.
Remember, you need a 2018 Fishing License if you haven't gotten one yet!
